2011 – 2012 NYS Girls Basketball Adjustments

Here are the recommended adjustments of the NCAA Women’s Rules to be used in Girls High School Basketball in New York State for this season.

Three-Point Field Goal Line (Rule 1, Section 7.1)
Shall read as follows: From the center of the basket to the outside edge of the three-point field-goal line, shall be a distance of 19 feet, 9 inches.

Restricted Area Arc (Secondary Defender) (Rule 1-8, 4-35.7, 4-56, 10-1.12)
This rule will not be followed this year.

Shot-Clock Displays (Rule 1, Section 18, Art. 1)
Two visible shot clocks, one at each end of the court. If the shot clocks are not functional, then we will play the game with an alternate timing device.

Officials’ Jurisdiction (Rule 2, Section 4.3)
For women, all officials shall arrive on the floor 15 minutes before the start of the game. All officials must remain on the floor once jurisdiction begins.

Game with Replay/Television Equipment (Rule 2, Section 13)
The officials in any NYSPHSAA Girls Basketball game shall not use courtside television monitors.

Headwear (Rule 3)
The only things that may be worn in the hair are rubber bands or elastic hair ties including cloth w/elastic scrunches.

Uniforms (Rule 3, Section 5.2)
Home team wearing light and away team wearing dark game jerseys. This rule will not go into effect until the 2012-2013 season.

Uniforms » Arm Sleeves (Rule 3, Section 9.9)
The use of an arm sleeve and lower leg sleeve is permissible for medical reasons. If a player is wearing an arm sleeve, the official does not need to make any inquiry.

Length of Periods (Rule 5, Section 6.1)
Playing time shall consist of 4 quarters of eight (8) minutes each with a one (1) minute intermission between the 1st and 2nd quarters and between the 3rd and 4th quarters. There will be a ten (10) minute intermission between the 2nd and 3rd quarters.
*When the rulebook refers to halves, we will read it as quarters.

End of a Period (including shot clock periods) (Rule 5, Section 7.2)
Clarification: The signal for the ending of a period or shot clock interval shall be the sounding of the horn for that device and not the numerals on the clock. (0.00)

Extra periods (Rule 5, Section 8.2)
Extra periods shall be four (4) minutes in length.

Timeouts Charged (Rule 5, Section 13.8c)
The two 30-second timeouts may be used at any time. (Teams may sit on their benches during successive 30-second time outs.)

Technical Fouls (Penalty) (Rule 10)
The penalty for all technical fouls shall be two free throws awarded to any member of the offended team and possession of the basketball at the division line opposite the scorers table. (Exception of a double technical foul.) Additional penalties that refer to disqualification from future games shall not be used. However State and Section rules regarding suspension from future games shall apply.

Bench Decorum (Rule 10, Section 4.4)
The addition to the policy is a zero tolerance towards assistant coaches.

Ear Lobes Taped
If an official notices that a player has her ear lobes taped, the official will ask the player to remove the tape. If an earring is found, that player cannot enter the game until the player removes the earrings. If you believe that tape on any exposed area might be covering jewelry, then ask the player to remove it, to see if it is covering jewelry.

NYSPHAA HAS ORDERED ALL OFFICIALS TO READ THE SPORTSMANSHIP CARD TO THE CAPTAINS IN ALL SPORTS AT EVERY LEVEL.
